Bellmawr Waterfront Traffic Study Progressing

The Borough of Bellmawr contracted with McMahon Transportation Engineers & Planners in 2015 to provide traffic engineering consulting services associated with the Missing Moves project and proposed waterfront development in the Bellmawr area.

Last year, SJO reported that the Borough of Bellmawr contracted with McMahon Transportation Engineers & Planners for a traffic analysis review and evaluation of the local road access and roundabout design as part of the Missing Moves Project in the Bellmawr area.

SJO recently filed an Open Public Records Act (OPRA) Request with the Borough of Bellmawr for McMahon’s updated invoices and also for copies of the checks that show that the Borough of Bellmawr has been reimbursed for the cost of the evaluation. All of the requested information has been provided and can be viewed below.

Part of McMahon’s detailed scope of services includes:

• A review and forecast of potential traffic generation associated with the proposed waterfront development to and from the local road network to the Bellmawr area.

• Written and conceptual opinions of roadway improvement alternatives to provide local road access for the New Jersey Department of Transportation (NJDOT) project and waterfront development in the Bellmawr area.

McMahon’s fee totaled a not-to-exceed amount of $14,900 and the firm was to notify the Borough when 80% of the not-to-exceed amount had been reached. An invoice dated December 12, 2016 from McMahon showed their percent completed was 100%.

At Council’s January 26, 2017 meeting, Mayor Frank Filipek spoke of the Waterfront Development by stating that the Borough’s Business Administrator, Josh Tregear, has meetings every other week with the developer and attorneys.

As for the landfill, Filipek said in part, “One thing I said in the beginning…at least Bellmawr doesn’t have a landfill anymore. That landfill is very protected. Things are moving in the right direction.”

In a letter to Mayor Filipek dated May 29, 2015, Mark Roth, McMahon’s Senior Project Manager wrote: “Correspondence will be prepared as needed to summarize our findings and recommendations to the Borough.”
