3 Receive 8-Year State Prison Terms Following Guilty Pleas for Promoting Prostitution of Teen Runaway

Brandon R. Samuel, 27, of Gibbstown, his brother, Joseph A. Samuel, 25, N.Y. and Ali Brown, 25, of West Deptford received 8 year State prison terms after pleading guilty to promoting prostitution by arranging sexual encounters with a 17-year-old runaway in 2016.

Gloucester County Prosecutor, Charles A. Fiore, announced that two Gloucester County men and a N.Y. resident were each sentenced on June 22, 2018 to eight years in N.J. State prison after pleading guilty to promoting prostitution by arranging sexual encounters with a 17-year-old runaway while she was in a Gibbstown N.J. motel in December, 2016.

Brandon R. Samuel, 27, of Gibbstown and his brother, Joseph A. Samuel, 25, of New York, N.Y. received eight-year prison terms. Co-defendant, Ali Brown, 25, of West Deptford N.J. was sentenced to five years for promoting prostitution to be served concurrently with an eight-year term for possession of a weapon for an unlawful purpose.


In sentencing the three defendants, Superior Court Judge Robert P. Becker said an “aggravating” factor that favored prison sentences was “the substantial likelihood” that they were involved in an organized criminal activity.

During an investigation by the Gloucester County Prosecutor’s Office, the 17-year-old said the defendants forced her to engage in sex acts with multiple partners and was required to give money received to the defendants.

All three have been jailed since their arrest in July, 2017 and entered guilty pleas on April 13, 2018.
