Congressman Norcross Announces More Than $628,000 for Public Housing Amidst COVID-19 Crisis

Five local Public Housing Agencies (PHA) will receive $628,476 in funding from the U.S. Department of Housing and Urban Development (HUD) CARES Act Admin Fee Regular and Mainstream Voucher Program.


CHERRY HILL, NJ – On May 13, 2020, U.S. Congressman Donald Norcross (NJ-01) today announced that five local Public Housing Agencies (PHA) will receive $628,476 in funding from the U.S. Department of Housing and Urban Development (HUD) CARES Act Admin Fee Regular and Mainstream Voucher Program, which was allocated through the Coronavirus Aid, Relief, and Economic Security (CARES) Act, legislation passed by Congress in late March.

The CARES Act provided $1.25 billion for Tenant-Based Rental Assistance, which funds the Housing Choice Voucher program, including $400 million for increased subsidy costs and $850 million for administrative and other expenses incurred by PHAs.

“Across the country, people are struggling to adjust to the new normal that the COVID-19 pandemic has created, especially those in our most vulnerable communities,” said Congressman Norcross. “This funding will help residents across our district keep a roof over their heads while many suddenly face unemployment or a reduced income. I promise to continue to fight for South Jerseyans in Congress and support the efforts being made to keep families safe and healthy during this difficult time.”

Specifically, local PHA’s will receive:

“Both the Housing Authority of Gloucester County (HAGC) and the Housing Authority of the Borough of Glassboro (GHA) operate affordable housing programs which are a critical component to the County’s infrastructure because they provide families, which include elderly, disabled and Veteran households, with decent, safe, and affordable housing,” said Kimberly Gober, Executive Director of the Housing Authority of Gloucester County. “The additional funding in Section 8 Housing Choice Voucher Administrative Funds available to HAGC and GHA respectively through the CARES Act will help the both organizations continue administering the HCV Program and fulfilling our mission during the COVID-19 pandemic. These funds will help us serve the County’s most vulnerable and protect them from homelessness during this heightened time of need.”

“The CARES Act Admin Fee funds will provide resources for The Housing Authority of the City of Camden to assist our residents in the City of Camden, as well as landlords and staff during the coronavirus pandemic in fulfilling our mission and in maintaining our ultimate goal to keep families safe and healthy,” said Víctor D. Figueroa, Executive Director of the Housing Authority of the City of Camden.

“The Township is appreciative to have the supplemental funding for the administrative costs to have no interruption in our housing program during the COVID-19 crisis,” said Tim Killion, Mayor of Pennsauken Township. “We have been able to maintain staffing to ensure that all of the current participants in our program are able to continue to have their housing needs met.”
