Engineer’s Status Reports for the Boro Bellmawr Provide Updates on Various Projects, Including Bathrooms for Batting Cages, Plans for 16-Car Parking Lot Near Sauter Park & Asbestos Removal & Planned Demolition of Little League Building

Included in the reports are details about asbestos removal and planned demolition of the Little League Building. The project is on hold until funding for the project is identified.

The January and February, 2021 reports from Borough Engineers, Bach & Associates, detail updates for various projects around Bellmawr.

Excerpts from the from the January, 2021 report:


BELL2020-3–Bellmawr Baseball Little League Building Demolition
Update:
• Pursuant to the Borough’s request, our office has submitted a budgetary estimate detailing the costs associated with asbestos removal and demolition of the Little League Building. This estimate was submitted to Joe Ciano on January 11, 2021.
Previously Reported:
• Our office has been coordinating with the Borough regarding the planned demolition of the Bellmawr Baseball Little League Building located at 12 Essex Avenue.
• Our office has solicited an asbestos investigation through TTI Environmental, Inc. A report detailing the investigation results was received on March 30, 2020 and was distributed to the Borough. In accordance with EPA standards and as detailed in the report, any materials containing greater than one percent (1%) asbestos must be professionally removed prior to demolition.
• Our office met on site with Baker Ingram & Associates regarding the structural integrity of the attached concessions stand, particularly examining what kind of structural reinforcement would be required to preserve the concessions stand whilst demolishing the rest of the building. Baker Ingram & Associates determined that substantial structural reinforcement would be required in order to maintain structural integrity. The Borough has thereby instructed our office to demolish the concessions stand alongside the rest of the building.
• Our office has prepared plans and specifications for bid for the demolition of the Little League Building. The Borough has requested that the project be put on hold until funding for the project is identified. The project may be advertised for bid at any time at the Borough’s request.

BELL2020-2–Leaf and Bell Emergency Generator
Update:
• The emergency generator has been installed at the Leaf and Bell treatment facility. Final wiring, electrical inspections, and coordination with PSE&G must be completed before the emergency generator may be considered operational. It is noted that the temporary generator is still onsite and operational.

BELL2020-5–Warren Avenue Permanent PFNA Treatment System
Previously Reported:
• Our office is currently preparing design documents, plans, and specifications for the permanent treatment system and appurtenances.

BELL2019-6–Bellmawr Batting Cage Bathrooms
Previously Reported:
• Our office visited the site with Borough representatives to discuss options for the addition of new bathrooms to serve the building during practices and Borough events.
• Our office is currently preparing conceptual plans, elevations and a cost estimate which will be submitted to the Borough for review and consideration.
• Our office has prepared schematic floorplans and a budgetary estimate for the construction of an attached bathroom facility at the batting cage facility. The proposed bathroom will have a manually locking interior entrance as well a supplementary exterior entrance controlled by a programmable, time-based smart lock system. The interior entrance is intended for use when the battings cages are in operation, while the exterior entrance is intended for use at Borough events. The schematic and budgetary estimate have been forwarded to Joe Ciano for review and discussion.
• Our office has been authorized to proceed with plan and specification preparation.
• Our office has prepared existing condition plans. Conceptual plans, construction documents, and specifications for bid will follow.
• Bids were received on May 5, 2020. The apparent low bidder was Eagle Construction of Jacksonville, New Jersey with a bid of $189,514.00. Our office has forwarded the tabulation of bids to the Borough for consideration and review. As the bids exceeded the established budget for this project, all bids should be rejected. Our office will coordinate with the Borough regarding project options.
• Our office visited the site with Borough representatives to discuss alternatives for a standalone building that will contain new bathrooms to centrally serve the batting cage facility, adjacent recreation fields, and Borough events.
• Our office is in the process of preparing schematic site layout, floorplans, and a budgetary estimate for review and consideration.

Charles J. Sauter, Jr. Memorial Park
Previously Reported:

• Our office met with Joe Ciano on-site to discuss plans for a 16 car parking lot on the corner of Center Avenue and Park Drive. We will coordinate with the Borough regarding survey and design services for this parking lot.
• During the site visit, our office also reviewed the ongoing ponding / flooding issues. Our office is in receipt of the Borough’s record plans of the existing drainage system which services the park and will be completing a feasibility review of utilizing reinforced rubber inline check valves to mitigate the tidal backflow of water into the park’s stormwater system.
• Our office has completed survey of the proposed parking lot area on the corner of Park Drive and Center Avenue.
• Our office will coordinate the location of the proposed parking lot entrance along Park Drive with Joe Ciano and Pat Gallagher prior to the construction of Park Drive, Princeton Avenue, and Murray Avenue.
• Our office met with Joe Ciano on-site on September 10, 2019 to discuss the layout for the proposed parking lot. Our office has provided a conceptual plan of the proposed parking lot to Joe Ciano. Our office met with Patrick Gallagher at Sauter Park to discuss a bridge/culvert installed by the Borough on the park’s walking path to facilitate stormwater drainage through a low point in the park. Our office recommends installing gore striping on the outer edges of the walking path adjacent to the bridge for pedestrian safety.

Excerpts from the February, 2021 Engineer’s Report:

Creek Road (CR 753) & E. Browning Road (CR 659) Installation of Crosswalk Striping & Signage
Previously Reported:
• Our office has prepared Installation Plans illustrating proposed crosswalk striping & signage at the intersection of Creek Road (CR 753) & Thompson Avenue and at the intersection of E. Browning Road (CR 659) & Sullivan Avenue.
• Our office has forwarded the Installation Plans as well as engineering design compliance certifications to Camden County Engineer Kevin Becica for review on September 15, 2020. Within this correspondence, our office has requested permission to perform the proposed improvements within Camden County right-of-way. It should be noted that the installation and maintenance of the proposed improvements will be the responsibility of the Borough, despite residing within Camden County right-of-way.

Conrail Railroad at Grade Crossings at Benigno Boulevard and Anderson Avenue
Previously Reported:

• There are three Conrail railroad at grade crossings located in the Borough. The first is at Browning Road which has upgraded signal heads and gates. The two remaining crossings are at Benigno Boulevard and Anderson Avenue. These crossings only have at grade striping with no signal heads or gates. Our office has prepared a correspondence to NJDOT Structural and Railroad Engineering Services department requesting a formal diagnostic team assessment of these crossings for possible installation of signal heads and gates at these crossings.
• Our office has received confirmation from Supervising Engineer Todd Hirt of the NJDOT Bureau of Structural & Railroad Engineering Services that his office will conduct a diagnostic review of the railroad crossings on Benigno Boulevard and Anderson Avenue. Mr. Hirt also requested a traffic volume study at the Anderson Avenue crossing; the study was completed by the Bellmawr Police Department from February 4, 2020 to February 7, 2020, and the results have been submitted to Mr. Hirt on February 18, 2020.
• Our office has received correspondence from Todd Hirt at NJDOT dated March 10, 2020 stating that a Diagnostic Team Meeting comprised of the NJDOT Structural and Railroad Engineering Services Unit and several key individuals representing the Borough of Bellmawr will be conducted for both the Benigno Boulevard and Anderson Avenue at-grade crossings. A recommendation based on their findings will be submitted to the Commissioner of Transportation, who will then use the submitted recommendations to render a decision.
• NJDOT Structural and Railroad Engineering Services have issued Docket No. 25-2020CM and Docket No. 26-2020CM (received August 26, 2020) in which the NJDOT orders Conrail to complete the installation of railroad traffic control devices at the Benigno Boulevard and Anderson Avenue at-grade crossings, respectively. The installation of the railroad traffic control devices will follow the reconstruction of each roadway; however, no time frame has been provided by the NJDOT.

Route 295/42/I-76 Direct Connection Project
Previously Reported:

• Our office will coordinate with John McCleerey and William Gaus regarding the Route 295 / 42 / I-76 Direct Connection Project as required.
• RVE has provided our office with contact info and general information related to the various contracts for this project (DC1, DC2, DC3, & DC4).
• Our office has been given verbal confirmation by Toby Morello of NJDOT that the Missing Moves project involving the reconstruction of a portion of Benigno Boulevard will commence in summer of 2020 or spring of 2021.
• Our office met with representatives of the NJDOT and the Borough regarding concerns and punch-list items associated with the NJDOT’s DC3 contract. During this meeting, several outstanding items associated with NJDOT’s DC1 contract were also raised by Borough representatives. Our office is working to prepare a listing of all Borough concerns for both contacts DC3 and DC1 for submission to the NJDOT.
