Rep. Norcross Passes Critical Water Infrastructure Funding for Camden & Gloucester Counties

Key WRDA provisions for New Jersey’s 1st Congressional District include a study to better understand flooding risks and to help flood risk management in Camden and Gloucester counties, including Brooklawn, Bellmawr, Camden City, Gloucester City, Westville, Mt. Ephraim, and Runnemede.


Last night, U.S. Congressman Donald Norcross (NJ-01) voted to pass the Water Resources Development Act (WRDA).

This legislation is critical to New Jersey’s 1st Congressional District which has been battered by storms and tornadoes, including Hurricane Ida in 2021, which cost 29 lives in New Jersey.

Congressman Norcross said:

The projects authorized by WRDA are essential to everyday life in South Jersey,” said  “Investing in our storm and wastewater management and flood mitigation infrastructure protects our cities, towns, businesses, and homes from being clobbered by powerful storms. I’m proud to support our communities by authorizing these critical environmental projects.

The bill authorizes the U.S. Army Corps of Engineers to carry out water resources development projects and studies, including those that improve waterway infrastructure; make South Jersey communities more resilient to flooding; and support the region’s economy and quality of life.

Key WRDA provisions for New Jersey’s 1st Congressional District include:

  • A study to better understand flooding risks and to help flood risk management in Camden and Gloucester counties, including Brooklawn, Bellmawr, Camden City, Gloucester City, Westville, Mt. Ephraim, and Runnemede.
  • $119 million for the City of Camden’s outdated combined wastewater and stormwater management infrastructure to reduce overflows and flooding.
  • $20 million for the Lower Delaware River Basin, including projects for wastewater treatment and related facilities (such as sewer overflow infrastructure improvements and other stormwater management) in the South Jersey region neighboring the Delaware River Bay and nearby rivers and streams.

As a long time resident of Gloucester City I can save them a lot of time and money on studies. The Brooklawn Circle area is ON the river. The grade needs to be raised approx. 6 feet as stated on the Army Corp report done years ago. It never will be because of the railroad bridge,as well as the bridge going to Westville. Unless these bridges are replaced it can’t happen. Thats the issue with the whole area Old infrastructure and as we are seeing with the 295 project fixing old infrastructure around these heavily developed areas is both very expensive and difficult. It’s going to take a LOT of money to even put a bandage on these issues let alone fix them. I wish them luck but to me it’s just a waste of time and money to do ANOTHER study of the situation unless you intend to commit the dollars to fix it. Maybe in some cases like the Brooklawn circle it’s time to just totaly redesign the roadway and just plain eliminate the lower circle near the river and shift the traffic thru the top circle.
