Retail Cannabis Dispensary Proposed For Gloucester City’s Former O’Donnell’s /Time Out II

The Gloucester City Planning and Zoning Board will hear the application on June 21, 2023 at 7:30 p.m. in the Municipal Building.

A licensed Class 5 retail cannabis dispensary is proposed for the former O’Donnell’s Restaurant/Time Out II Entertainment Pub & Grill located at 401 N. Broadway in Gloucester City.

On June 21, 2023 at 7:30 p.m., the Gloucester City Planning and Zoning Board will hear and consider the application of Blulight CRE Gloucester City LLC to develop the former bar and restaurant into a Class 5 retail cannabis dispensary.

The property is currently improved with a vacant building.

The Applicant seeks preliminary and final major site plan approval and conditional use approval to convert the existing improvements into a licensed Class 5 retail cannabis dispensary.

The property is located in the Retail Commercial & Services (RCS) zoning district, where a Class 5 retail cannabis dispensary is a conditional use pursuant to Ordinance #O 01-2023.

The Applicant believes it meets all conditions set forth in the Ordinance for the proposed Class 5 retail cannabis use and conditional use approval is sought from the Board.

In the event it is determined that the Applicant does not meet one or more of the conditions set forth in the Ordinance, the Applicant will seek a conditional use variance along with any additional variances, submission waivers, additional exceptions, and design waivers.

Time Out II at O’Donnell’s closed in October, 2022. Their Facebook page is still up and shows live bands playing one last time.

The Facebook page for O’Donnell’s Restaurant and Bar was active until September 2019.

The sales information shows that the property was listed for sale at $600,000 and it is currently “under contract.”

This application will be heard in person at a public hearing on June 21, 2023 at the Gloucester City Municipal Building, 313 Monmouth Street.
