Runnemede Planning Zoning Board to Hear Application For Proposed Retail Cannabis Facility For 1100 N. Black Horse Pike (Former Funeral Home)

The application will be heard on October 26, 2022 at the Runnemede Municipal Building.

On Wednesday, October 26, 2022 at 7:00 pm, the Runnemede Joint Planning/Zoning Board will hear the application of Phasal LLC, for Conditional Use Approval and Minor Site Plan Approval/Site Plan Waiver, to convert the use of the existing building to a retail cannabis facility, together with related site improvements at 1100 North Black Horse Pike, the site of the former Ciechanowski Funeral Home.

The Applicant will use the existing building and site improvements on the property.


A new buffer fence is proposed in the rear yard. No new variances are requested with this Application.

However, a number of the bulk zoning standards have changed since the building was originally constructed and used for prior uses.

Applications for Other Dispensaries in Borough

Two other applicants also recently applied for approval to operate retail cannabis dispensaries in the Borough and those applications were included on the September 28, 2022 meeting agenda.

Cottonmouth LLC has proposed a cannabis retail dispensary for this location. According to the application, this building was previously a CVS then a Family Dollar and is presently used as law offices.

Dan Conard writes and publishes the My View on Runnemede blog. He reported on the applications that were brought before the Planning/Zoning Board on September 28, 2022:

The [10-20 E. Clements Bridge Road] building has over 8,000 square feet and around 5,000 square feet would be used for retail. The property is in a commercial area of town. It was mentioned there would be no odor from this location.  Merchandise is prepackaged. There will be a high-end security system at this location

One resident did state he had a petition from the neighbors who are against this business. 

All present board members did vote yes for this application. The applicant still needs to get a site plan approval from the Board. 

Since the Board did grant conditional use approval to the Applicant at the September meeting, now the Applicant is applying to the Planning and Zoning Board to obtain site plan approval for a Class 5 recreational cannabis dispensary.

To the extent required, the Applicant is also requesting any variances, submission waivers, ordinance exceptions, and design waivers.

That application will also be heard by the Planning and Zoning Board on October 26th.

413 Black Horse Pike

Regarding 413 Black Horse Pike, the application indicates that Greenhouse Garden, LLC plans a retail cannabis facility, subject to the approval of New Jersey Cannabis Regulatory (CRC).

The property is located in a Special Economic Development Zone and is presently used for environmental testing. The applicant has already received a Conditional License for recreational cannabis.

Conard reported that the Board did not hear this application on September 28, 2022 because: “It was stated this application was deemed incomplete.”
