17-Year Old From Atlantic City Arrested for Homicide

On Monday, December 5, 2022, at approximately 10:52 p.m., the Atlantic City Police Department responded to a ShotSpotter alert notification at 655 Absecon Blvd., Atlantic City.

On December 19, 2022, members of the Atlantic City Police Department arrested a 17-year-old juvenile from Atlantic City in connection with the December 5, 2022 death of Atlantic City resident Timothy Council, Jr.

The juvenile was originally charged on December 8, 2022 with first-degree Murder, first-degree Conspiracy to Commit Murder, second-degree Unlawful Possession of a Firearm, and second-degree Possession of a Firearm for an Unlawful Purpose.


The juvenile’s co-defendant, Oquan Thomas, 18, also of Atlantic City, was charged and arrested on December 6, 2022 for the same offenses.

On Monday, December 5, 2022, at approximately 10:52 p.m., the Atlantic City Police Department responded to a ShotSpotter alert notification at 655 Absecon Blvd., Atlantic City. Officers responded to find Atlantic City resident Timothy Council Jr., 27, wounded by apparent gunfire.

Mr. Council was transported to AtlantiCare Regional Medical Center where he was pronounced deceased.

The Southern Regional Medical Examiner’s Office completed an autopsy of Mr. Council and determined his cause of death to be a single gunshot wound and the manner of death was homicide.

This continues to be an active and cooperative investigation by the Atlantic County Prosecutor’s Office Major Crimes Unit and the Atlantic City Police Department.

These charges are merely an accusation and not proof of guilt. In all criminal cases, a charged defendant is presumed innocent unless and until proven guilty.
