New Plenary Retail Consumption License For Sale in Stratford; Minimum Bid Set at $300,000

The Borough of Stratford has authorized the issuance of one new Plenary Retail Consumption License by Public Sale to the highest qualified bidder.

Minimum bid is $300,000 and bids are due on or before 4:00 p.m. on July 17, 2023.


At a Public Meeting on June 8, 2023, Stratford Borough Council adopted Resolution 23:77, which authorized the issuance of the new license.

Location of Licensed Premise

The premise to be licensed shall be located White Horse Pike corridor (more specifically described as premises located on State Route 30 from the northern border with Somerdale, beginning with the properties adjacent to the intersection with Colby Avenue, running to the southern border of the highway, with Laurel Springs border at the intersection with Broadway and Lindenwold border, at the intersection with Suburban Terrace).

What is a Plenary Retail Consumption License?

The Division of Alcoholic Beverage Control (ABC) Defines a Plenary Retail Consumption License (“33”) as:

This license permits the sale of alcoholic beverages for consumption on the licensed premises by the glass or other open container. The license also allows the sale of package goods for consumption off the licensed premises.

These sales of package goods, however, may only take place from the principal public barroom, and the package goods may only be displayed for sale on the premises’ perimeter walls or behind the bar, unless a floor plan was approved by the Director prior to the late 1970’s and that floor plan is available for inspection.

When this license is granted, no other commercial activity may take place on the licensed premises except for certain activities such as the operation of a restaurant, hotel, or bowling establishment or the sale of snack or certain other items specifically mentioned in the statute.

In order to bid on the license, all prospective bidders must comply with the following qualifications:

  • Complete and submit, along with the bidder’s proposed bid which shall be in a separate sealed envelope, a fully completed 12-page Application For Retail Alcoholic Beverage License as prescribed by NJ ABC
  • Certification that bidder meets any and all special conditions or requirements, and know of no reason why they would be disqualified from having an interest in a retail liquor license
  • A copy of Certificate of Incorporation and current Certificate of Good Standing from the Secretary of State of the State of NJ.
  • If a partnership or individual, a copy of the Trade Name Registration from Camden County, if the name trading under is different than his/her/their own; financial disclosure to show how the license is being purchased.
  • Council reserves the right to require and demand from each bidder any other documents or materials necessary, as well reserves the right to postpone or cancel the Public Sale at any time prior to bid opening or to reject all bids if the highest bid is not accepted.
  • A 10% deposit of the bid is required, publication costs, license fee, and required documentation by 4 pm on July 17, 2023.

Bid Opening

Sealed Bids will be opened on July 24, 2023 at 10 am at Stratford Borough Hall, 307 Union Avenue, Stratford NJ by the Borough Clerk.

The balance of fees and bid must be paid within 10 days after the determination and award. The 10% deposit may be retained for default.

All funds derived will be remitted to the Treasurer for the general use of the Borough.

The highest qualified bidder will be required to subsequently have an FBI/State Police background check.

All bid information can be obtained from the Somerdale Borough Clerk, Bill Bray 307 Union Avenue, in Stratford during normal business hours.
